Rio Declaration On Environment and Development
The Rio Declaration on Environment and Development was created in 1992 to "...protect the integrity of the global environment...". To accomplish this the document stated that actions impacting the environment should apply the precautionary principle.

The Rio Declaration on Environment and Development was developed in Rio de Janeiro in June of 1992 as an expansion of the 1972 Declaration of the United Nations Conference on the Human Environment.

\paragraph{Impact on Fisheries}
The biggest impact was the application of the precautionary principle. However, the verbiage used, \textbf{should} rather than shall, limited its regulatory abilities.
